Performance Reward Grant

To work towards the achievement of the priorities in Harlow's Sustainable Community Strategy and the second Local Area Agreement, Harlow 2020 has commissioned fifteen projects across the district.

These projects are being funded by Harlow 2020 using Performance Reward Grant (PRG). This is funding allocated to Harlow by the Essex Partnership, thanks to objectives in the first Local Agreement being achieved.

The fifteen projects funding by PRG are:

  • Increase adult participation in sport and active leisure (£132112 - 5 projects)
  • Reduce obesity in children in Reception and Year 6 (£35350 - 2 projects)
  • Increase achievement of 5 of more A*-C grades at GCSE or equivalent including English and Maths (£40,000)
  • Increase the proportion of population aged 19-64 qualified to at least Level 2 or higher (£30,000)
  • Improve local biodiversity - proportion of local sites where positive conservation management has been or is being implemented (£5000)
  • Increase participation in regular volunteering (£9000)]
  • Improve the environment for a thriving third sector (£10,750)
  • Stopping smoking (£6960)
  • Number of affordable homes delivered (£10,000)
  • New business registration rate (£10,000)

These projects link to several of the priorities in the Local Area Agreement:

  • More participation in sport, culture and volunteering
  • Better public health and longer lives
  • Children and young people realise their potential in education
  • A strong and competitive economy
  • A well managed natural environment
  • More people supported to live in their own homes

The Harlow 2020 Steering Group monitors the delivery and performance of these projects and reports this quarterly to the Harlow 2020 Board.

Increase adult participation in sport and active leisure - £132,112 (5 projects)
Harlow Council

  • Get Fit Bring The Kids
    Interventions to attract more females and overcome the childcare barrier by offering activities for children and adults in the same venue at the same time
  • Get Into Boxing
    This project will tackle anti-social behaviour, promote respect and encourage community cohesion through partnership working and outreach work to encourage young people within estates to become involved in boxing
  • Fighting Fit
    This intervention will focus on aerobic activity in the form of fun, moderate intensity Boxercise classes
  • Harlow Sports Awards 2009 and 2010
    To provide the people of Harlow with positive sporting role models and encourage more participation in the build up to London 2012
  • Life Walks
    Get people active through walking and utilise the extensive walking routes in Harlow

Reduce obesity in children in Reception and Year 6 - £35,350 (2 projects)
NHS West Essex and Harlow Council

  • MEND 2-4
    Ten week programme of workshops looking at healthy lifestyles for weight management. Three programmes in each of the Harlow Children's Centres
  • Healthy Life, Healthy Eating Awards
    To improve the quality of products being used in school meals and the promotion and education of healthy eating

Increase achievement of 5 or more A*-C grades at GCSW or equivalent including English and Maths - £40,000
Harlow Education Consortium

  • Learning Champions
    Learning Champions to work alongside school staff and provide additional personalised and tailored learning for pupils at risk of not securing English or Maths GCSE

Increase the proportion of population aged 19-64 qualified to at least Level 2 or higher - £30,000
Harlow College

  • Workplace Learning Champions
    To promote lifelong learning and the benefits of improved skills. Workplace Learning Champions will be trained to promote training to their colleagues at work and how to support their career prospects

Improve local biodiversity - proportion of local sites where positive conservation management has been or is being implemented - £5,000
Harlow Council

  • Green Team
    Increase capacity of established volunteer group to enable coverage of more wildlife sites in Harlow

Increase participation in regular volunteering - £9,000
Voluntary Action Epping Forest (VAEF)

  • Harlow Volunteer Centre
    To provide core funding to support and offer information to voluntary groups, a volunteer placement service and advocacy

Improve environment for a thriving third sector - £10,750
Rainbow Services

  • Facilities Officer
    To part fund this new post as part of the development of a new resource facility for the third sector within the Leisurezone

Stopping smoking - £6,960
NHS West Essex

  • Training for midwives
    To provide identification and intervention training for midwives in order to reduce the number of pregnant women who smoke

Number of affordable homes delivered - £10,000
Harlow Council

  • Research study
    To investigate potential to increase number of affordable homes by identifying suitable buildings that could be converted

New business registration rate - £10,000

  • Business growth vouchers
    To ensure that as many Harlow businesses as possible stay active and grow by issuing vouchers to enable them to access specialist help
