Harlow 2020 Vision
In 2001 the Government gave local councils a duty to work with other key local organisations, through Local Strategic Partnerships, to develop Community Strategies which are now called Sustainable Community Strategies (SCS).
These documents should show how partner organisations will work together to improve the quality of life in the area they serve. In particular they should show how local people would like their area to develop, set out clear aims, and explaining how they will be achieved.
The Harlow 2020 Partnership recognised the potential this piece of work offered for delivering really major improvements to local life, and enabling the town to fulfil its potential.
In 2001 we carried out a major consultation exercise with local people of all ages and from all walks life to prepare the town's community strategy. We called the document the Harlow 2020 Vision, because it encapsulated local people's vision for their town in the year 2020.
At that time we gave a commitment to review the document every three years to make sure it continued to reflect local priorities. At the end of 2005 we carried out our first review, again consulting and involving local people. The new version of the Vision was published in March 2006 and is currently being reviewed.
In 2010 we again carried out a consultation to make sure that the vision still reflects what local people, businesses and community groups want and aspire for Harlow in the future.
Despite the changes that we are all experiencing we still feel that the challenges facing Harlow remain the same. Therefore the vision and priorities listed in the document build on the successes of the last SCS as well as continuing to work on areas that need further investment.
