About Harlow 2020: Structure
The Chair of the Partnership is Jackie Sully, Executive Director of Harlow's Rainbow Services. The Vice Chair is Cllr Eddie Johnson.
The Harlow 2020 Local Strategic Partnership is made up of the following organisations:
- Harlow Council
- Essex County Council
- Harlow and District Chamber of Commerce
- Harlow College
- Harlow Education Consortium
- Essex Police
- NHS West Essex
- Member of Parliament for Harlow
- Voluntary Sector Forum
- The Princess Alexandra Hospital NHS Trust
- Essex Police Authority
- Inter Faith Forum
Harlow Children's Partnership
The Harlow Children's Partnership (HCP), comprising of a number of service providers in the town, was formed in January 2010 following a county-wide review of the provision of services to children and families, and the subsequent setting up of the West Essex Children's Board, into which the HCP feeds.
The HCP is made up of representatives from the following:-
- Harlow District Council
- Essex County Council
- Voluntary Sector organisations
- Children's Centres Network
- NHS West Essex
- Harlow Education Consortium
- Harlow Police
- County and District Councillors
The partnership is one of three groups across the county, each representing a district, which feed in to the West Essex Children's Trust Board.
The Partnership meets three times a year, and has agreed the following Terms of Reference for the group, thus ensuring that the unique needs of Harlow are recognised and met:-
- To systematically analyse local intelligence relating to children and young people to identify levels of need
- To influence and challenge relevant bodies, including the West Essex Children's Trust Board, Essex Children's Trust Commissioning Board and Essex Children's Trust thematic groups, to ensure that investment for Harlow is prioritised according to need.
- To performance manage relevant Harlow Local Area Agreement targets, ensuring clearly defined accountability for action plans, targets, reporting, monitoring and review.
- To foster a problem-solving approach which involves supporting partnership working to address issues facing children and young people in Harlow
- To encourage co-ordination of service delivery through sharing information, resources, skills and training opportunities in order to maximise the availability of services and value for money, and to minimise duplication.
- To secure resources for Harlow's children and young people through partnership bids to external funding sources and countywide commissioning processes.

Safer Harlow Partnership
The Safer Harlow Partnership is a body which has legal standing in its own right. All local authority areas across the UK are required to have a Crime and Disorder Reduction Partnership.
Their role is to identify local issues around crime, community safety and anti-social behaviour, and to prepare and implement plans to tackle them. The work of the Safer Harlow Partnership links into that of the Harlow 2020 Partnership, and supports the delivery of the Harlow 2020 Vision.
Their priorities include the reduction of vandalism and other anti-social behaviour, and work to achieve a significant reduction in crime levels
